This is the dual of The 3 Tangents Theorem.

It can also be seen as a degenerate case of Pascal's Theorem.
In detail, apply Pascal's Theorem to the "hexagon" AABBCC.
Then the "side" AA is the tangent at A, and the opposite side is BC
and similarly for BB and CC.
